Plastic Waste Registration
PLASTIC WASTE MANAGEMENT RULES
These rules shall apply to every waste generator, local body, Gram Panchayat, manufacturer, Importers and producer to give thrust on plastic waste minimization, source segregation, recycling, involving waste pickers, recyclers and waste processors in collection of plastic waste fraction either from households or any other source of its generation or intermediate material recovery facility and adopt polluter’s pay principle for the sustainability of the waste management system.
PLASTIC WASTE REGISTRATION
According to Plastic Waste Management Rules, no person shall manufacture carry bags or recycle plastic bags or multilayered packaging unless the person has obtained a registration from the State Pollution Control Board or the Pollution Control Committee of the Union Territory concerned, as the case may be, prior to the commencement of production
Plastic waste management(PWM) rules mandate that no person is allowed to manufacture plastic bags or recycle them without getting themselves registered under the rules of the authorities in the Delhi NCR (Noida, Ghaziabad, Faridabad & Gurgaon) region. Producer are manufacturer or importer of carry bags or multilayered packaging or plastic sheets
Recyclers transform segregated plastic waste into a new product or raw material for producing new products
Manufacturers are unit or agency engaged in production of plastic raw material to be used as raw material by the producer
Brand Owner means person or company who sells any commodity under a registered brand label
FORM I - Every Producer or Brand Owner shall, for the purpose of registration or for renewal of registration, make an application in Form I
FORM II - Every person recycling or processing waste or proposing to recycle or process plastic waste shall make an application to the State Pollution Control Board or the Pollution Control Committee, for grant of registration or renewal of registration for the recycling unit, in Form II.
FORM III - Every manufacturer engaged in manufacturer of plastic to be used as raw material by the producer shall make an application to the State Pollution Control Board or the Pollution Control Committee of the Union territory concerned, for the grant of registration or for the renewal of registration, in Form III.

Consent Air and Water Act
Filing of Consent to Establish and Consent to Operate for Producer/ Recycler/ Manufacturers (as applicable).
Annual Report
Filing of Annual Report for the Recyclers for Plastic Waste Management to the concerned State Pollution Control Board.
