POLLUTION CONTROL LICENSE/ NOC / CONSENT
 
Every Industrial, Commercial unit which generates wastewater, emits air emissions, generates hazardous waste has to obtain prior permission from concerned Pollution Control Board in form of License/ NOC/ Consent To Establish (CTE), Consent To Operate (CTO) under Air and Water Act & Authorization under Hazardous Waste Rules.
    
CATEGORIZATION OF INDUSTRIAL SECTORS

CPCB has developed the criteria of categorization of industrial sectors based on the Pollution Index which is a function of the emissions (air pollutants), effluents (water pollutants), hazardous wastes generated and consumption of resources.

The Pollution Index PI of any industrial sector is a number from 0 to 100 and the increasing value of PI denotes the increasing degree of pollution load from the industrial sector. Based on this industry has been categorized into white, green, Orange and Red Category.

In times of increasing focus on environmental protection and tighter norms for compliance, getting Pollution Control License for Industrial/Commercial units in Delhi NCR (Noida, Ghaziabad, Faridabad & Gurgaon) region is very crucial and Green Genra has expertise in this. Industrial activities are categorized into Red, Orange, Green and White category based on Pollution Index score. Based on the category of units, application for Consent to Establish, Consent to Operate application are filed in respective Pollution Control Boards. Pollution License is granted by Pollution Control Boards after all the compliances are followed as required.

Steps for obtaining Pollution Control License
  • The process starts with Consent to Establish (CTE) application. It is a kind of prior intimation to concerned Pollution Control Board/ Committee about the proposed project and its pollution potential before establishment of the unit.
  • After this unit can establish, install machinery and infrastructure as per requirement. Further installation and testing of Pollution Control Devices takes place. 
  • Consent to Operate (CTO) Application, once all installation and set up work is completed and unit is ready to start operation, then unit has to file for Consent to Operate (CTO).
  • Hazardous Waste generating Industry, needs to apply for Authorization under Hazardous Waste Rules.  
  • These application s are processed by the Pollution control Boards/ committee. If the application is correct in all respect, the official would process the application for grant of Consent certificate. However if the application is lacking some document or information, then the official will either raise clarification or may also reject the application.
