E-WASTE MANAGEMENT
The E-Waste Management rules shall apply to every manufacturer, producer, consumer, bulk consumer, collection centres, dealers, e-retailer, refurbisher, dismantler and recycler involved in manufacture, sale, transfer, purchase, collection, storage and processing of e-waste or electrical and electronic equipment such as computers, laptops, mobiles, LED, Television sets, Refrigerator, Washing Machine including their components, consumables, parts and spares which make the product operational
REFURBISHER OF ELECTRICAL AND ELECTRONIC EQUIPMENT
Refurbisher means any company or undertaking registered under the Factories Act, 1948 or the Companies Act, 1956 or both or district industries centre engaged in refurbishment of used electrical and electronic equipment.
Refurbishing a used electrical and electronics equipment requires removing or repairing of non functional components. These non functional electronic component are nothing but E-Waste. Further some equipment may never get refurbished as it is not cost effective. These equipment also ends up as E-Waste.
Therefore it is responsibility of Refurbisher to dispose off the E-Waste as per the provisions of E-Waste Management Rules.

File Annual Return for E-Waste in Form-3
- Collect e-waste generated during the process of refurbishing and channelise the waste to authorised dismantler or recycler through its collection centre.
- Make an application in Form 1(a) of E waste Management Rules to the concerned State Pollution Control Board for grant of one time authorisation
- Ensure that the refurbishing process do not have any adverse effect on the health and the environment, no damage is caused to the environment during storage and transportation of e-waste and e-waste thus generated is safely transported to authorised collection centres or dismantlers or recyclers
- File annual returns to the concerned State Pollution Control Board, on or before the 30th day of June following the financial year to which that return relates
- Maintain records of the e-waste handled in Form-2 and such records should be available for scrutiny by the appropriate authority.
