DPCC license is a document issued by the Delhi Pollution Control Committee to an industrial unit that has been granted consent to establish and operate. It is the process of registering an industrial unit with DPCC.

It is a kind of no objection certificate which government issues to ensure that the existing business or the proposed business model are not causing any harm to the environment and will not affect it in near future.

DPCC is an autonomous regulatory body that implements various environmental or pollution control laws enacted by the Parliament and is notified by government.

  1. Pan card
  2. Aadhar card with registered mobile number
  3. CA certificate
  4. Latest electricity bill and water bill
  5. Site or location plan of business
  6. Registration deed/rent deed/Jamabandi/lease deed indicating details of the property
  7. Partnership deed/resolution board of directors/Memorandum of article of association/proprietorship certificate
  8. MCD license
  9. Municipality or local body water connection certificate
  10. Bio medical waste agreement
  11. Valid consent from state pollution control board for import purchase and signed undertaking from importer
  12. Bio medical waste agreement for clinics and hospitals
  13. Delhi medical council certificate (clinics and hospitals)

DPCC documents for Green, orange and red category industry (consent to establish)

  1. Application form
  2. Consent fee
  3. Undertaking by applicant in prescribed format
  4. A project report containing all the details about unit, capital, investment, workers, manufacturing procedure, products and more.
  5. Layout plan
  6. Pan card proprietor/ industrial unit/HCU
  7. Original authorization letter (except in case of individual proprietary concern)
  8. If industry falls under purview of Master plan of 2021, latitude, and longitude dimensions shall be submitted in self-certified undertaking.

DPCC documents for  (Consent to operate)

  1. Application form needs to be submitted with consent fee.
  2. Submit duly signed undertaking in prescribed format
  3. A certificate issued by CA
  4. Noise monitoring report issued by DPCC lab.
  5. CETP proof membership in case of Common ETP
  6. Power bill copy
  7. Pan card of unit or proprietor
  8. Original authorization letter (except in case of individual proprietary concern)
  9. If industry falls under purview of Master plan of 2021, latitude, and longitude dimensions shall be submitted in self-certified undertaking.
