Are you planning to apply for DPCC, CTE and CTO consent? If so, you need to know what kind of documents are required to apply for the same.
What is DPCC consent?

To combat the increasing pollution a provision in the Prevention and Control of Pollution Act of 1981 is passed. The provision states that no person without the previous consent of DPCC shall establish or operate an industrial plant in any air pollution control area.

The period of consent to establish shall be from one year to seven years as requested and the consent to operate shall be granted for five years in case of red/orange category and ten years in case of green category industries.

Consent to establish or operate is the sanction of the authority of the board for the discharge of the effluent or emission or air pollutant into the atmosphere. Consent to Establish is a one-time activity. Obtaining Consent to establish and Consent to operate is imperative to ensure that projects or activities are carried out in a responsible and compliant manner, reducing the potential negative impacts on the environment, safety and public health.

However when obtaining the DPCC, CTE or CTO, certain documents are required to be filed with the concerned authority.

Documents required for DPCC consent for white category

The white category industry is the least polluting industry and following documents are required for DPCC white category

1. Pan card
2. Aadhar card
3. Authorization letter
4. Municipal or industry license
5. Factory, trade or health trade license
6. FSSAI and GST certificate
7. Water bill
8. Power utility bill
9. Ownership proof
10. Proof of registration of the unit

Documents required for DPCC Orange, Red and Green category consent to establish CTE

Following are the documents required for DPCC green, orange and red categories

1. Layout plan
2. Project report showcasing the detail of the unit, capital, number of workers, products, manufacturing process and more.
3. PAN card of proprietor/HCU/ Industrial unit
4. Authorization letter is not required in case of the individual proprietary
5. Proof of possession – allotment letter or lease deed or valid rental agreement
6. CA certificate
7. Proof of CETP membership, if required
8. Copy of address proof

Documents required for DPCC green and orange category Consent to Operate CTO

1. CA certificate
2. Manufacturing procedure
3. ETP/STP effluent analysis report
4. List of raw materials used, products manufactured and by-products
5. Noise monitoring report
6. Proof of CETP membership, if applicable
7. Electricity bill
8. Water connection copy
9. PAN card of Industrial Unit/HCU/Proprietor
10. Original authorization letter
11. It is optional to submit a copy of CGWA or DJB or DC permission or registration
12. SSI/MSME registration certificate
13. Proof of conformity with master plan of Delhi from concerned authority
14. For hotel industry, proof of connection of drainage system from concerned department or self-attested undertaking. The hotel industry includes dhabas, eating joints, sweet shops, party lawns and banquets.
15. License from food safety department in case of industry using tobacco as a raw material.
